The International Civil Aviation Organization (ICAO) develops and updates global aviation standards through a structured system of technical panels. These expert groups formulate and review proposals that are subsequently submitted to the Air Navigation Commission and ICAO Member States.
Among them, the ATM Operations Panel (ATMOPSP) plays a key role in addressing operational aspects of air traffic management.
A global expert community
The ATMOPSP gathers 76 experts from 34 States and international organizations . Its mission is to contribute to the continuous improvement of ICAO provisions, focusing on safety, efficiency and harmonization of ATM operations worldwide.
The latest session, ATMOPSP/8, held in Montreal, enabled the panel to review ongoing work initiated during previous sessions and intermediate working groups. The objective of these panel meetings is to consolidate and validate proposed amendments before their submission to the Air Navigation Commission.

ENAC expertise within the panel
The École Nationale de l'Aviation Civile is present within this framework through Carine Passieux, a specialist from its ATM department.
Appointed as adviser within the French delegation, she contributes to the panel’s activities, particularly within the phraseology working group, and participates in technical discussions supporting the evolution of ICAO provisions.
