As part of the deployment of ADS-B Tier 2 surveillance technology at Roland Garros Airport (FMEE), the École Nationale de l’Aviation Civile (ENAC) is supporting the Indian Ocean Air Navigation Service (SNA-OI) in implementing a tailored training program designed to reactivate APS and ACS ratings for local air traffic controllers.
This training program complies fully with European Regulation 2015/340, which governs the issuance and maintenance of air traffic controller licenses.
The training is structured into two complementary phases:
- A theoretical phase, held on the SNA-OI site from June 4 to 12, 2025, during which three ENAC instructors delivered training to 19 air traffic controllers, covering new surveillance tools and regulatory changes related to the deployment of ADS-B Tier 2.
- A practical phase, scheduled for September to November 2025, will include simulator-based training and evaluations using the ELSA web-based simulator, developed by ENAC. Eight ENAC examiner-instructors will be deployed on-site in Réunion Island to conduct these practical sessions.
This project represents a significant milestone for ENAC, marking the first time the institution has delivered a license revalidation program on location in the Indian Ocean region. It underscores ENAC’s commitment to supporting the operational units of the French ANSP (DSNA) and to promoting air traffic safety and skills maintenance for operational staff.
