European Regulation 2015/340, governing air traffic controller licences and certificates, will undergo significant changes on January 1st, 2029.
This evolution will directly impact practical ATC training, notably through a strengthened CBTA (Competency Based Training and Assessment) approach and further harmonisation of training requirements across Europe.
To anticipate this milestone and turn this regulatory requirement into an opportunity for innovation, ENAC’s ATM (Air Traffic Management) department is launching an ambitious programme, CAP 2029, aimed at:
- Ensuring regulatory compliance by 2029
- Reinventing our training methodologies through:
- Enhanced simulation environments in aerodrome and approach (electronic strips, stripless systems)
- Introducing Data and AI to improve student monitoring
- Early detection of learning difficulties
- Individualised learning pathways
- Development of self-training capabilities
Three cornerstone projects are already underway:
- NOVA – Redesign of practical “Approach” training
- VISTA – Major upgrade of radar visualisation within the Scansim simulator
- SDL Basic – Self-training in initial training, a first step towards learner autonomy
Further initiatives will follow, contributing to the development of innovative, high-performance practical training aligned with future requirements.
